Did you make this VCD yourself?  Or did you get it from someone else?  I just 
spent the last couple of days figuring out how to make VCD's from DVD's (that 
I OWN!!!).  I should've just looked at TOOLS/mencvcd!  I was having a massive 
problem with the audio and video being totally out of sync due to the fact 
that I was ripping the dvd at 30 fps when it was a PAL DVD (25 fps).  That 
really screws things up.  If you are using mpeg2enc make sure you are using 
the correct -F option.   As in -F 3, not -F 4. 

If you didn't make it yourself then it might still be the same problem but 
someone else screwed up.  Or it might be something else altogether.
