29.97 = 30*1000/1001 (drop every 1000th frame, ask NTSC guys why, i dunno)

0.8 = (3+2)/(2+2) = inverse telecine (drop every 5th field)
(it's used to convert between 24fps cine movie and 30fps ntsc video)

they are tech magic, "developed" by cine/studio people

btw do someone know how do they convert between 24<->25fps (cine vs PAL)
i've heard somewhere it's just played faster, that 4% doesn't matter in
audio pitch :)
but it does matter in music, imho.
