v4lctl setstation <station>(in xawtv package), you can use phpcron

nuppelvideo,FFMPEGrec(NVrec)

you can use mencoder -ss <time> -endpos <time> to get movie parts but I dont know how to join that pieces without VirtualDub. I hope it will be possible with mencoder.

FFMPEGrec do about 1GB/hour, nuppelvideo automaticaly splits movie to 2GB pieces
