I have tried vop scale=640:480 and 1024:768 both divide to 1.3333...I am
lost on this... Here is another config that I just tried

nice mencoder -dvd 1 -vop scale=640:480 -lavcopts \
vcodec=mpeg4:vbitrate=2000:vhq:vpass=1 -o the_gift.avi
