The input seems to be 29.976 which seems logical.

If the output avi is 30 fps (i.e. not 29.976) you just find the cause of
async problem.

20 minutes makes an error of ~ 1 seconde

I don't know well mencoder options put something like -ofps 29.976
should do it.

It you already have encoded the file, there is probably an option of
mencoder to change frame rate in copy mode, i.e. without re-encoding.
(If not, use avidemux)
