Scaling always means loss of quality. If you scale down you lose
information. If you scale up you have to 'guess' (extrapolate) the
pixels --> loss of quality. Oh btw... encoding loses quality aswell.
Deinterlacing loses quality. Almost every step done during video
processing loses quality.
