[MPlayer-users] Libavcodec bitrate error

Hello

I've encoded several movies with the following settings:

mencoder -ovc avc -lavcopts
vcodec=mpeg4:vbitrate=1300:vhq:vqmin=3:vqmax=12:\
vmax_b_frames=0:keyint=250:vqdiff=3
-sws 2 -sid 0 -vop scale=640:512 -pp 0x20000 
-oac mp3lame -lameopts abr:br=160:q=2 -o frameno.avi 
-dvd 1

But the final video bitrate is only around 650! I've also tried with 1600
which resultet in a bitrate of 900. What am I doing wrong?
