I have no ideo how that asx-streaming stuff should work, but
I downloaded that url with wget, the content is:

        <title>www.tuner.sk - PLAYER!</title>

                <copyright>(c)2001 a3boot, s.r.o.</copyright>

Now:
mplayer http://media.a3boot.com/fanradiator
plays the stream.
