it sets the minimum quantizer (as u dont seem to understand that, i would
guess that u dont know what quantizer means (actually QP would be a more
correct term ...) perhaps we should add some link to some intro about how
mpeg compression works ... anyone has some links?

yes, except for msmpeg4/divx3 encoding there it will cause shitty looking
blocks
