[MPlayer-users] mencoder usage help

I'm trying to figure out how mencoder works, but I'm a little confused.

say I have a 480x480 MPEG2 file that i want to lower the bitrate of to
that of SVCD, how would i do that?
lets say i want to take the same file and re-encode it as a DiVx file,
how would i do that?

also, does anyone know how/if possible, to lock the aspect ratio of the
display window in mplayer so that if you resize the video it
automatically adjusts the aspect ratio properly?
