OK, let me change my statement.  It sorta works on KDE without any extra 
fiddling.

1) start mplayer:
movie in a small window, with the usual window decorations.
2) press f to go to fullscreen:
movie goes fullscreen, no window decorations visiable, KDE panel not 
visible... it works!
3) press f to go back to windowed mode:
movie is in a normal window, but maximised, not restored to default size. :(
4)press f to go back to fullscreen:
movie is full screen size, no window decoration, but movie top left is 
not at 0,0 but instead at 0,30, such that the KDE taskbar is still 
visible. Bottom 30 pixels are off the bottom of the screen.

pressing f more times toggles between state 3 and 4.

If mplayer is started with -fs then it just skips state 1, goes to 2 
then 3 to 4 and then toggles between 3 & 4.

Now with -fsmode 1
1) start mplayer:
normal small window
2) press f:
fullscreen works good as with 2 above.
3) press f:
window goes back to default small size, but has no window decoration, no 
taskbar entry etc.

pressing f more times toggles between 2 & 3.

If started with -fs -fsmode 1 it goes 2->3->2->3->2->3......

This is with cvs from about 12 hours ago, and KDE 2.2.2. (kwin window 
manager)
