you cannot get 100% perfect file, as most .asf files has no constant fps.
they lower current fps when low motion scenes come and increase it when fast
motion. at least windows media encoder does something like this...

you can find a good average fps, and use it fo rthe conversion
note that 'duplicated' frames are better than 'skipped frame' ;)
duplicate doesn't hort (just some flags in avi telling the player to show
the frame longer) while skipped frame actually drops frame so alter quality
