Yes.  I use mencoder to re-encode to a lower
bitrate/framerate/resolution, then I can watch it no problem.

I find sdl:dga to be best for my system, but it's all very hardware
specific. svgalib, when using -dr, is also good, especially if you don't
like having to start up X, but it's quite buggy.

Also, this is just a suspicion, but I think the scaling performance of
sdl:dga is slightly better if the destination resolution (ie. that of
your monitor) is an exact multiple of the .avi's image size.  That is,
if you have a 640x480 vidmode, then encoding the file to 320x240 gives
less CPU-intensive results than widths of either 336 pixels or 304.

My 133 can decode upwards of 300kbps, provided the -vo isn't using too
much CPU time.  Use -vo null for a check on what you can decode, and
then you can start worrying about the fastest -vo option.

You didn't find my previous posts on the matter?  I wonder if this
question, some general performance reports, and my suggestion to
re-encode, should be included in the FAQ (instead of the response to
486-33 owners found in faq2)?
