I had the same problem. I tried to chase the bug, but I couldn't. I encoded
one movie with your values for vqmin/vqmax and there wasn't any complain so ...
I don't know, it seems a random error. Indeed I don't know if this is a 
mencoder bug or a lavc bug. By the way, have you any problem with the resulting file? In my case it looks fine,  but it has no index; I must build it with

mencoder -ovc copy -oac copy -idx -o output.avi file-without-index.avi
