yes.
e.g. 3 frames with a specified bitrate
with vqmin=1 you get following quants for the 3 frames: 1 4 4
with vqmin=2 you get : 2 3 3
If you compare the two movies, the second looks better, because:
1. frame -> quant 1 vs. quant 2 -> equal quality
2./3. frame -> quant 3 vs. quant 4 -> there is a visual diffrence, q3
looks better than q4
