I use a Iomega buz! for this purpose. It works nice with the zoran driver,
has usable TV-in (but no Tuner) and very good (IMHO) TV-out, but you have
to reencode to MJPEG, which is no problem for my machine (former Duron 650,
now Athlon TB1000 on an oldish Asus A7V), even with DVDs as source.
The buz! is a PCI card which is nowadays available cheap (i paid 25EURO) 
on ebay.
