afaik divx4 isn't the perfect choice, especially if you want a specific file
size, libavcodec works better with this.
i'm not sure if the combination of "-vop scale -xy 600" works, maybe
-vop scale scale=600:256 (vague calculation ;) does work.
however apart from rescaling (why?) this does not really specify any bitrate,
see DOCS/encoding.html (especially the part about 3-pass encoding).
