Hi!
According to the man page I have found:
- -lavcopts vcodec=mpeg4:vbitrate=1000
and
- -lameopts br=64
might do what you want (with your choice of numbers).

$$$ [Automatic answer: RTFM (read DOCS, FAQ), also read DOCS/bugreports.html]
$$$ This is the command
$$$
$$$ mencoder -oac mp3lame -ovc lavc -lavcopts vcodec=mpeg4 -o tv.avi
-lameopts $$$ cbr -tv
on:driver=v4l:input=television:channel=25:width=320:height=240 $$$
$$$ The video rate is huge, don't know why. I tried to change it with lavcopt
$$$ vbitrate but got only little effect.
