I have a speedstep Intel Pentum 3 cpu, It's running at 650 mhz when the power is plugged in, and 500 mhz when not.

To disable this there is a menu in the BIOS Setup (Fn + F1) called Intel Speedstep (Duh!). The available settings are Automatic, battery optimized and Max performance. Try setting in to Max Performance to disable it.
