In my MPlayer installation, there's a file called README.

The information you want is under STEP 2, which starts at line 96. That
means you have to scroll down a little, but hey, why not use the
documentation that is kindly provided?

google also gives valuable information if you search for 'mplayer where
to install win32 codecs' for example.
