No. They are needed if you have something installed in non-standart (or
just unknown to configure) locations. If you have these kind of
questions, you definitely don't need this.
They aren't usually needed in normal linux distributions anyway, mostly
in LFS or when you have a lot of "make install"'ed programs and such.
