[MPlayer-users] Help in finding missing frame numbers in YUV stream

I am using a tool ( located on http://www.acticom.de/videometer.html )  to compare the video quality in terms of PSNR.
 
I need to create a freeze file  that contains missing frame numbers in a YUV stream/file.
 
It is suggested (on page 10 of http://www.acticom.de/uploads/media/VideoMeter.pdf ) to create  bit-stream parser for MPEG4 and then compare the original YUV sequence and encoded YUV sequence.
 
Can anyone suggest me if how to findout the missing frame numbers.
