What version of mplayer are you using? I'm running
dev-CVS-031208-14:59-3.3.2 and mplayer doesn't seen to have any trouble
with the streams that exist.

Can you post the full output of:
mplayer -v rtsp://rmedia.francetv.fr:554/infos/f2/8h/8h_20031209.rm
