The 8086 already had it. :-)
Even the 8080/Z80 has a halt instruction.
But for the Athlon it does not conserve that much energy unless you
enable the "bus Disconnect when STPGNT detected" and "VLink
Auto-disconnect" bits on the chipset.  AFAIK the reason for that lies in
the bus protocol they bought from alpha.
