Currently the best? IMO it's the worst.

Yes, use pp=md. You might also try pp=fd, but it introduces some faint
artifacts for me when used with anime.

BTW, you should check if your anime is really interlaced material, or
telecined (3 clean frames followed by 2 interlaced ones). If it's
telecine, you might want to wait a while to encode, since I'm in the
process of writing a filter that will recover the whole noninterlaced
picture at 24 fps nondestructively. But if you can't wait, pp=md
should do an acceptable job.
