Unless it's a digital broadcast I think you can get away with
reencoding using -ssf lgb=X:cgb=X (X being the amount of Gaussian
blur, range of 1-100). In my case the TV reception is often so
*bad* that blurring the TV capture actually improves my reencoded
copy.
