yes and they sucks, it should be 23.976 not 23.98!

no, it should not print any 'skip frame' for progressive ntsc streams
(29.97 fps) encoded with -ofps 23.976. if it does print lots of 'skip
frames' then _you_ do sth wrong and it really skips frames (->quality loss).
