if he's going to display recordings on a TV I would strongly advise to 
buy a FULL dvb card, ad use VDR (which uses mplayer to display DIVXes!!!).

However, the fact he wants to record ntsc, suggests me he lives in the 
usa or in a place where satellite broadcasts are NOT dvb.
