1. AverMedia is known to produce good  quality capture cards however 
basicly all conexant bt8x8 based card are good for linux.
2. I have Celeron 950 at 1140 and 512MB ram and I am able to do grabing and 
realtime encoding to divx4 at 75% PAL resolution.
