Yes it is - the frame rate dropped from 25 to 21 with hq, and I started 
dropping frames after about one minute.  qmax/qmin did not appear to 
slow anything down.  I'll try with just qscale as you suggest . . .

I'll look in to this as well, but I agree it sounds "interesting". 
After all, the docs suggest that the bitrate _can_ be changed between 
passes, if I read them right.
