hdparm should be able to do it for most CD drives (hdparm -E 5 /dev/hdX).
However, my current DVD drive
$ hdparm -i /dev/hdd
[...]
Model=SAMSUNG DVD-ROM SD-606, FwRev=BS13, SerialNo=
[...]
doesn't seem to support speed-setting:
$ hdparm -E 6 /dev/hdd
/dev/hdd:
setting cdrom speed to 6
CDROM_SELECT_SPEED failed: Input/output error
