tricky question. actually both.
it reads out a flag set from cpu and interprets it.
for interpreting it correctly it have to know the cpu family...
(see mplayer's cpudetect.c, it's similar to teh one in kernel)
and if some feature not enabled in teh cpu then it won't be shown.
