No, that won't work for this stream.  RTSP is a different protocol from 
HTTP, and the RTSP server (in this case) doesn't support HTTP.

This stream is a MPEG audio/video RTSP/RTP stream, which you should be able 
to play using the "LIVE.COM Streaming Media" extension to MPlayer.  See 
<http://www.live.com/mplayer/> for details.

Alternatively, you can record the stream (to a pair of files - one for 
audio; the other for video) using the "openRTSP" tool: 
<http://www.live.com/openRTSP/>
