Libavcodec got more flexible, since it now allows the user to specify 
the ratecontrol function. Your explanation is only valid for the default 
function. So, what's there now isn't "crap"; it's correct. The plain 
English explanation of the default function should probably be there 
somewhere, probably under vrc_eq.
