[MPlayer-users] TV doesn't work

I would suggest including "on" along with "driver", "norm", and the 
rest, and drop the "tv://" from the end.  It's only useful when you've 
defined a list of channels (see the man page).

If that doesn't work, try all the different "outfmt=" options to see if 
something else works better.  You might also want to try an output 
device other than xv, just in case...

If I was you, I'd get sound working first.  Then you'd know (if you hear 
sound) that mplayer is working for everything except the actual output 
(or not, as the case may be).
