The best way to do it is to combine mplayer, mjpegtools, and vcdimager.  I
have a script on my site that converts mplayer-readable files into
VCD-compatible MPEG files, you would only need to modify it slightly for
SVCD.  Then you can use vcdimager to make your images (NOTE - use the
development versions, they have WAY more features).  Finally, you need to
use cdrdao to burn them.

One note - many DVD players can handle VCD just fine but choke on SVCD.
