With windows and ffvfw as codec you can encode a VCD using both
libavcodec's and mpeg2enc's MPEG1 in one or two passes.
Recent builds of ffvfw are here: http://users.uoi.gr/ch02029/ffvfw/
Useless to say that VCM interface slows things even more (5 fps with a
352x288 movie)
