How about rescaling and blurring:
-ssf lgb=0.5:cgb=0.5 -sws 7 -vf scale=480:Y
where Y is the value of y that results from -xy 480 rounded to
the nearest multiple of 16. I could 2 hours of better than VCD
quality onto less than the space of a 700MB CDR.
