I have this too, on Mandrake 9.0 like you. After digging, it looks like
the hang is due to some conflict with the "artsd" daemon in kde (on my 
setup that is).

The best working solution I have found is to stop X altogether and start
mencoder from the console. You don't need X for mencoder, do you ???

I should mention that I don't even need X for mplayer, since my card,
Matrox G400, works perfectly in console mode with mplayer, with -vo mga 

But perhaps with your ATI, you can do the same with vesa:vidix or something
...
