No bother at all.

I can't help you with mencoder, I can just explain the process.

Capture the interlaced video as is (don't deinterlace or anything like
that).
Feed this interlaced video to an encoder application, but lie and say that
the
width is double and height is half.

The resultant encode shouldn't corrupt the interlace, so if it's played back
at it's original dimensions it should look correct on an interlaced device
(ie a TV).

Mencoder may or may not be able to do this. I don't use it so I have no
idea.
