Judging from the code, it's a separate header installed when you install LIRC.  
Maybe you need to upgrade LIRC, or you might need to install lircc separately 
(I haven't used LIRC for a while, so I don't know whether they're two 
different packages or whether they're distributed together.)

Once you've installed it, lircc.h will probably be in /usr/local/include/lirc/ 
or /usr/include/lirc/
