You missed the important part...  "widescreen"...  Widescreen DVDs don't
use all the lines, they usually leave a great many of them as black.  If
they needed/wanted more lines, they could use more (by having less
lines black), and just change the aspect to keep it as the same ratio,
while allowing them to use more lines.

In other words, widescreen DVDs don't come remotely close to their full
potential in either PAL or NTSC.
