No, avi file spec fully allows vbr. Some programs create avi files
with buggy vbr, or else fail to play vbr correctly, but mencoder
creates valid vbr files and wmp is known to play valid vbr files.

...and lots of bits wasted on audio, meaning severely lower quality.
