If you are not scaling, keep the crop x and y divisible by 4
and crop width and height divisible by 16.

If you are scaling after you crop, keep all the crop dimensions
divisible by 4 and scale to width and height divisible by 16.

The above rules should always work but in most cases they are
unnecessarily restrictive and can be somewhat relaxed. How, depends
on the source and destination formats.
