That worked a treat. I used the tried following command and it worked good.
Without
the harddup it did not.
mencoder -of mpeg -vf crop=539:303:178:0,scale=720:576,harddup -ofps 25 -oac
lavc -ovc lavc -lavcopts
vcodec=mpeg2video:vrc_minrate=8000:vrc_maxrate=8000:vbitrate=8000:vrc_buf_si
ze=1835:keyint=15:aspect=16/9:mbd=2 -o outFile.mpg inputFile.mpeg
