You say VCD, did you mean SVCD?
If you are encoding to VCD, you need to scale the video to account for
the aspect. You could do this by using "-vf scale=-1:-2", or you can
manually calculate the crop/scale dimentions you need to use, based on
the aspect of the DVD.
If you are encoding to SVCD, you probably only need to add "aspect=16/9"
to your lavcopts.
