60 seconds is definitively a too short  length to make the RC code work 
properly; try to encode at least 15 minutes.
The only meaningful changes in ve_xvid4.c committed in  that period 
regard max_bframes=2 (that you already use)
and  vbr_overflow_* changed from 0 to 5.
