You are describing a sitation where q=2 an its not using 3k bits on
average. Thinka bout it. Thats a GOOD thing. At q=2 mplayer is using all
the bits it needs and it still has leftover bits its not using.
If you REALLY want to inflate your bit stream, try not scaling as much.
You'll preserve more data for the compressor to us, thus elevating its
need for a higher bitrate.
Basicly, if you tell the encoder to use X number of bits, but it only
takes X-Z number of bits to encode the stream and the lowest quantizer
you ahve supplied, its going to ignore your bit stream maximum number
and jsut use what it needs.
