The url you're trying to load contains only a pointer to the video.

The pointer is mms://163.19.163.11/¥Í¬¡¬ì§Þ/loxa.wmv (sorry for the poor 
character encoding ;). It play fine in my setup - well, with very stranges 
colors and artifacts, but maybe it's the way it is.

I don't know if MPlayer can handle this asx-style stuff, but you can wrote a 
little script that downloads this link, extracts the url and then streams it 
using MPlayer.
