If the system has a correct setup, cdrdao will work without problem.
Normally a line like:
cdrdao write --device 0,0,0 --driver generic-mmc MyVcd.cue
will do the work. And 
cdrdao scanbus
can show you the device (usually 0,0,0 or 0,1,0)
No idea how M$windows work :-).
